General Description- Although his official height is 5’9”, his carriage and posture give him the appearance of extra inches. He is out of shape and podgy, but under the neat, flowing robes he wears and with his posture, it’s hard to tell. His complexion is pale and slightly pink, as though he is not an outdoors person, but not so much that he looks like he spends all his time lurking in dark halls.
A short, carefully groomed beard and moustache covers his jaw and upper lip. His beard and hair are both going grey, but he uses a hair-dying potion to keep them the brown they were in his youth. His eyes are properly called hazel, but he insists that they are brown. They are not sharp eyes, rather they are warm and friendly eyes that draw people in.
He likes to dress in dark wizarding clothes, liking the flow and room they provide, though he does wear slacks and a shirt underneath, some old habits dying hard. He likes to accent his clothes with bits of colour to suit the occasion, though his favourite robes are trimmed in a golden yellow.
He fought in the Battle of Hogwarts, wherein he broke his left arm (it hurts when it rains) at the elbow and wrist, and lost a strip of his right eyebrow (it never grew back). His Muggle clothing is out of date, as he hasn’t actively lived in the Muggle world since he was 23.

Temperment/Mental Attributes- Jack is an open, charismatic person. He has the innate charisma and poise that brings others to follow him, a trait that is rare to find. He is deeply, almost blindly loyal to his convictions and friends. This is a major flaw in his personality, for it causes him to be easily manipulative.
In some ways, he is a weak man. He is easily manipulated, and a thorough and slow thinker. Jack will refuse to see bad things in a person, always focusing on the good. However, when he is riled or made to see an unpleasant truth, he can and will ruthlessly bring down the cause. He is slow to anger but when brought to it he acts coldly and concisely.
Jack believes in doing the right thing and being loyal to ones beliefs, country and friends, and can be fierce in protection of any and all. He tries to do the right things regardless of criticisms (and riots). However, of lately he has lost his usual energy and attention to detail, acting rather strangely for the immaculate Minister he usually is.

Born on the stroke of the witching hour, Jack came into the world at a magical time, that time that everyone considers night, but is actually the next day. It was to be a portending of days to come. Strange things happened during his early childhood, they only got stranger the older he became. These things unsettled his parents, setting him apart from the rest of his family.
He was the only blood child of Ralph and Jean Harkness. The couple were foster parents, and many kids went through the home over the years. Some of the children were adopted, others moved on to other families or grew out of the system.
His childhood was thus crowded, but instead of feeling left out of his parent’s affections, Jack revelled in the constant crowding. He was a people person from the start, though there were times when he’d get tired of the crowd, or jealous of his parents. His magic tended to strike out at these times, earning him a reputation as “the strange Harkness kid.”
Jack’s parents were strict with all their children, holding forth a strict policy of complete honesty and openness. It was to be a conviction Jack would carry with him for the rest of his life.
When he was 11 he received a letter about Hogwarts. A Ministry official brought it, a middle-level bureaucrat named Matthew Lloyd. He explained the Wizarding world to Jack's parents, but while he was willing to let Jack's family in on the secrets of the world Jack was a part of, the foster kids were a liability. By now Jack had two adoptive siblings, Kat and Dave, but Jean and Ralph did not want to stop fostering, and so turned to the wizarding world. The family looked for and found a larger house in Bryn, an old wizarding town. They moved into the house shortly after Jack’s time at Hogwarts began.
Jack took to his new environs like the proverbial duck to water, quickly meeting and making new friends. Hogwarts went swiftly for the young wizard, he was made prefect and head boy during his years their. He was soft spoken and a politician even then.
Jack was a member of the DA from the beginning, helping to wage war against Umbridge, the Carrows, and Snape (as headmaster). He fought in the Battle of Hogwarts, where he broke his left arm and lost a strip of his right eyebrow thanks to a curse that knocked him out.
Graduating from school in spring 2000, Jack made a beeline for the ministry. He knew what he wanted, he wanted to make a difference. Unfortunately, he was undecided on how to do this, and spent the better part of seven years going between departments. He tried Oblivators for a couple years, but their purpose, keeping secrets, went against his every belief and teaching. He was miserable and soon switched to the Department of International Magical Cooperation, which turned out to be the right fit for him.
At this time he moved from his muggle apartment into the wizarding world, taking a small apartment in Bryn to be near his family. He progressed swiftly in the department, and was given the post of Secretary of Foreign Relations eight years ago by Minister Lloyd. Lloyd had been an acquaintance of Jack’s, but now he became a close friend.
Last year, Matthew was tortured to death with the Cruciatus curse. It was a hard blow for Jack, but he continued his friend’s fight to protect Mysteries. Unfortunately, they failed, and the thieves got away. Jack Harkness was selected by the cabinet to take Lloyd’s place for the remainder of his turn.
For the most part, he has been a good minister. But many of his new laws are not popular, and he has been declining rather sharply from his normal happy, energetic self.
